देश में विद्यालयी शिक्षा को बढ़ावा देने और सुधार करने के प्रयोजन को सर्वोत्तम ढ़ंग से पूरा करने के उद्देश्य से परिषद की भूमिका को ध्यान में रखते हुए कार्यक्रम सलाहकार समिति (पीएसी), कार्यकारिणी समिति को परिषद के अनुसंधान, प्रशिक्षण, विस्तार और अन्य कार्यक्रमों को आयोजित करने के संबंध में ऐसे मार्गों की सिफारिश करती है जिन पर उनका मार्गदर्शन किया जाना चाहिए। सभी योजनों, कार्यक्रमों, अनुसंधान प्रस्तावों आदि पर विचार करना और परिषद के कार्य के अकादमिक पहलुओं की जाँच करना तथा ऐसे कार्यक्रम के विकास हेतु समन्वित उपागम सुनिश्चित करना कार्यक्रम सलाहकार समिति का दायित्व है। निदेशक, एनसीईआरटी की अध्यक्षता में कार्यक्रम सलाहकार समिति में विश्वविद्यालय के पाँच प्रोफेसर/विभागाध्यक्ष, एससीईआरटी संस्थानों के पांच निदेशक, संयुक्त निदेशक, सीआईईटी एवं पीएसएससीआईवीई, एनआईई के विभागाध्यक्ष, आरआईई संस्थानों के प्राचार्य एवं डीन और प्रत्येक एनआईई विभाग से एक प्रोफेसर/रीडर होते हैं।
